Rick J. Tobias is a retired Chief Financial Officer of New Braunfels Utilities. He previously served in financial executive and management positions with major Fortune 100 companies such as Marathon Oil Corporation and Valero Energy Corporation. In these positions, he has developed expertise in strategic planning, investments, financial structuring and optimization, risk mitigation, and business improvement strategies. Mr. Tobias has two daughters and three grandchildren. The eldest daughter, Jennifer, graduated with honors from The University of Texas at Austin in Mechanical Engineering. The younger daughter, Elise, graduated with honors at Texas State University in Public Relations studies. Mr. Tobias has contributed his financial expertise to the community: Through his involvement with non-profit credit unions over the past forty years– He is currently the Vice Chairman of the Board of Directors of Alliance Credit Union and previously served the same role at United Texas Credit Union (formerly the USAA FCU). Prior to that, he previously served as Chairman of the Board of Directors of the Valero Energy Corporation Federal Credit Union. He taught for several years as Adjunct Professor at UTSA teaching Managerial Finance and Principles of Investments. From 2020 through 2026, Mr. Tobias was appointed to serve on the Comal County Appraisal Review Board and was elected to serve as its Board Secretary. Mr. Tobias served as a member of the National Board of Directors of Prospanica for four years including two as its National Chairman. Prospanica is a national organization currently consisting of over 50 chapters across the United States for business professionals dedicated to increasing the number of students graduating with MBAs and empowering them to achieve their full educational, economic and social potential. Mr. Tobias was among a few individuals city-wide to be selected to the Leadership San Antonio and also the Leadership New Braunfels programs. Mr. Tobias graduated with a BBA and MBA, both in Finance, from the University of Texas at San Antonio.
